Joseph Massett 44, Garwood was arrested by Ptl. Emmett Smith & Ptl. Ryan Reiff.  Massett was charged with possession of controlled dangerous substance, believed to be heroin; possession of controlled dangerous substance, believed to be cocaine; possession of controlled dangerous paraphernalia, and other motor vehicle violations.
